Horatio’s early path blended policy, technology and people focused work. He studied Politics with International Relations at Aston University, followed by an MSc in Global Governance and Ethics at UCL, and later completed an Executive Leadership Master’s at Imperial College London. Earlier roles at the Department for International Development in India and at the Birmingham Ladywood Constituency Office gave him early exposure to social change, political complexity and the realities of public service. His year at IBM as Human Resources Partner Support introduced him to enterprise systems, organisational design and the early foundations of AI enabled working. These experiences shaped a speaker who combines policy depth with organisational realism.

Horatio’s career spans a rare mix of government leadership, commercial advisory and mission driven enterprise. He served as Head of EU Exit Governance, coordinating more than 100 critical legislative instruments during a defining national moment. He later became Head of Cross Government Spending Planning, influencing multi billion pound priorities and advising senior ministers on complex financial choices. He is now Head of Internal Communication at HM Treasury and a Member of the HM Treasury AI Transformation Programme Board, guiding leadership on culture, capability and future readiness. Alongside this public sector work he is Managing Director of YDWC, a social enterprise that advises global organisations on innovation, performance and culture. His time at Brunswick Group strengthened his expertise in financial strategy, markets and corporate reputation, while roles at the Department for Business, Energy and Industrial Strategy saw him lead business engagement and contribute to national Brexit readiness. Horatio also brings more than a decade of community leadership through his long standing position as Governor and Chair of Finance at Kingsford Community School, and his service on the Aston University School of Social Sciences and Humanities Advisory Panel.
