Gil Baram

Gil Baram, PhD, is an internationally recognised cybersecurity strategy and policy speaker, academic, and adviser to senior leaders across government and industry. She is known for her ability to connect cutting edge research with real world decision making, helping organisations understand cyber risk in a fast changing security environment. Gil currently serves as Senior Lecturer and Associate Professor, at Bar-Ilan University, alongside senior research appointments in the United States and Asia. Her biggest achievement lies in establishing herself as a trusted authority at the intersection of cybersecurity, emerging technologies, and global security, regularly advising governments, multinational corporations, and international organisations on some of today’s most complex cyber challenges.

Gil’s early career was shaped by a strong academic foundation combined with direct exposure to national security operations. She completed her doctorate through Tel Aviv University’s Excellence Programme in Political Science, Government, and International Relations, after earning an M.A. in Security Studies, magna cum laude. During this period, she developed a deep interest in cyber conflict, intelligence, and the strategic impact of new technologies on state behaviour. Alongside her academic training, Gil held cyber intelligence positions within Israel’s National Information Security Authority, where she gained first-hand experience of how cyber threats are assessed and managed at national level. These formative roles gave her an unusually broad perspective, blending theory, policy, and operational realities, and laid the groundwork for her later work as both a researcher and a strategic adviser.

Over the past decade, Gil has built a distinguished international career across academia, policy, and advisory roles. She was appointed Fulbright Cybersecurity Postdoctoral Fellow at Stanford University’s Center for International Security and Cooperation, a pivotal milestone that strengthened her global profile. She later became Head of the Cyber and Space Research Group at Tel Aviv University, leading influential research on cyber warfare, intelligence, and space security. Today, alongside her role at Bar-Ilan University, she serves as Non-Resident Research Scholar at the Center for Long-Term Cybersecurity and the Berkeley Risk and Security Lab at UC Berkeley, and Senior Adjunct Research Fellow at the Centre of Excellence for National Security at Nanyang Technological University in Singapore. Her research and commentary have informed senior policymakers and security leaders worldwide, reinforcing her reputation as a leading voice in international cyber strategy.
