Ciaran Martin is an expert in cybersecurity, with a decorated history working for the Cabinet Office and the National Cyber Security Centre. Widely known as the first CEO of the National Cyber Security Centre, Ciaran has led fundamental shifts in the approach the UK takes to cybersecurity across the last decade. Now also a Visiting Professor at the Department of War Studies and the Strand Group at Kings College London, Ciaran is also booked as a speaker for a range of corporate events to share his expertise on cybersecurity.
Famed for his long career in cyber security, Ciaran has spent 23 years in UK civil service. In 2002, he acted as the Principal Private Secretary to the Cabinet Secretary and Head of the Civil Service, acting in this role until 2008. He was also the Private Secretary to the Permanent Secretary to HM Treasury and Director of Security and Intelligence at the Cabinet Office. During his time at the Cabinet Office, Ciaran was also heavily involved with negotiations regarding the Scottish Referendum. He also spent time as the Constitution Director of the Cabinet Office, working on equalising the Royal Succession Law. He was also formerly appointed as the Head of Cyber Security at the Government Communication Head Quarters.
Leading fundamental change in UK cyber security, Ciaran pioneered an interventionist posture to cyber security, a strategy that was adopted by the UK Government in their National Security Strategy of 2015. Also during his time in cyber security, Ciaran has overseen the UK move to the first position on the International Telecommunication Union’s Global Cybersecurity Index. Understanding the importance of fair, impartial and well-run services to the public, Ciaran was rewarded for his commitments with the appointment of Companion of the Order of Bath for Services to International and Global Cyber Security in 2020.
Now also a Professor of Practice in the Management of Public Organisations at the Blavatnik School of Government at the University of Oxford, Ciaran uses his decorated experience to deliver keynote speeches on the importance of cyber security. A driving force behind the UK’s cyber security strategies, Ciaran teaches businesses how they can be armed against things such as malicious websites and spoof emails.
